After a recent upgrade, KDE System Settings didn't pull up at all. I saw that the systemsettings executable was gone and was replaced by systemsettings5. Running systemsettings5 pulls up the error message "No views found - System Settings was unable to find any views, and hence has nothing to display.".

      Code:
$ cat /usr/share/applications/kdesystemsettings.desktop
cat /usr/share/applications/kdesystemsettings.desktop
[Desktop Entry]
Exec=systemsettings5
Icon=preferences-system
Type=Application
X-KDE-StartupNotify=true
NotShowIn=KDE;

GenericName=KDE System Settings
[...]

X-DBUS-StartupType=Unique
Categories=Qt;KDE;Settings;

$ apt-cache policy systemsettings
systemsettings:
  Installed: 4:5.3.2-2
  Candidate: 4:5.3.2-2
  Version table:
 *** 4:5.3.2-2 0
        500 http://ftp.debian.org/debian/ sid/main amd64 Packages
        100 /var/lib/dpkg/status
     4:4.11.13-2 0

Downgrading to the Testing version brings System Settings back, but it's missing options such as "Size & Orientation" and "Multiple Monitors" under "Display and Monitor".

That is to be expected for now (#790703), given that (large) parts of the ongoing KDE transition are still stuck in NEW.

While these problems could have been avoided with better coordinated uploads and finer grained (versioned-) dependencies, the packages have been uploaded to Debian in this state. Fortunately systemsettings is a rather minor problem in the grande scheme of a KDE transition and shouldn't impact your system too much - it will get fixed (hopefully) soon.

So, should we wait to DU until all new packages are in? (If so, can someone let us know when it is safe?)

Currently, I can pull up some individual KDE Control Modules, but they lack functionality. For example, pulling up the Display Control Module on a fully dist-upgraded system only shows the Monitor Gamma.

For screen & multiscreen problems, you can install and use arandr.
